Defendant Walter Graham has moved to suppress evidence obtained by the Government during a search of his vehicle by a U.S. Customs Service inspector in Anacortes, Washington. It is undisputed that the search was conducted without a warrant or probable cause. However, the Government argues that the search was permissible because it took place at the "functional equivalent" of the United States...
