This is a consolidated action brought pursuant to 28 U.S.C. § 1581(c). Plaintiffs American Silicon Technologies, Elkem Metals Co., and Globe Metallurgical Inc. (collectively "American Silicon"), domestic producers of silicon metal, were petitioners in the administrative proceeding.
