This is an appeal by Pat's Auto Sales (Pat's) from the March 26, 1999 order of the Court of Common Pleas of Philadelphia County that upheld the decision of the Department of Transportation, Bureau of Motor Vehicles (DOT) to suspend Pat's license to issue temporary automobile registration cards and plates. Pat's claims that DOT's suspension is barred by the Double Jeopardy Clause of the United States and Pennsylvania Constitutions and by the doctrine...
