Plaintiff Jeffery Sexton seeks money damages from the United States under the Federal Tort Claims Act, 28 U.S.C. § 1346, for the cost of repairing his "Steen Skybolt" ["Skybolt"], a small experimental two-seat aerobatic tail-wheel bi-plane.
