Plaintiff Lonnie Buchanan brings this civil rights action pursuant to 42 U.S.C. § 1983 alleging that defendant Kenneth Kopesky, a City of Kenosha police detective, violated his constitutional rights by failing to comply with lawful extradition procedures when he transported plaintiff from Waukegan, Illinois to Kenosha, Wisconsin in connection with a homicide investigation.
