Petitioner-Appellant Gregory K. Williamson (Williamson) appeals the September 20, 1999, judgment of the circuit court dismissing his petition for post-conviction relief. Williamson claimed that the Hawai`i Paroling Authority (HPA) could not set his minimum terms of imprisonment at the same length as his court-imposed maximum terms of imprisonment.
