Bennie Rozman ("Rozman"), d/b/a Lynde Investment Company, appeals the district court's grant of summary judgment to the City of Columbia Heights ("City"). Rozman sued the City in district court for allegedly violati his Fifth and Fourteenth Amendment rights under 42 U.S.C. § 1983, violating his Fourth Amendment rights, and violating his constitutional right to equal protection under 42 U.S.C. § 1985(3).
