From early-1997 through mid-1998, James Sherard was the leader of a cocaine distribution network that supplied drugs to the Green Bay, Wisconsin area. Working out of Milwaukee, Wisconsin, Sherard obtained cocaine and arranged for Lyle Rivard and Stephen Putzlocker to transport the drugs from Milwaukee to Green Bay.
