Reservation resident challenges the district court's award of summary judgment to the Minnesota Department of Revenue, determining that resident's lottery winnings were subject to Minnesota taxation. Because the lottery winnings constitute income earned off the reservation and because eligibility for the income was satisfied only upon compliance with Minnesota statutes, rules, and game procedures...
