The police responded to a 911 call that reported an argument between a tenant and a landlord. When they arrived at the scene, the police separated the landlord and the tenant and began to question them individually about the dispute. When the tenant, Everett Leon Jones, attempted to walk away from the officers, they restrained him. When Jones began to resist, he was handcuffed.
