Following his plea of guilty to distributing cocaine and carrying a firearm during and in relation to that crime, Monroe Johnson was sentenced to 130 months' imprisonment. He did not appeal. In May 1994, about a year after imposing sentence, the district judge took ten months off on the prosecutor's motion under Fed. R.Crim.P. 35(b). In December 1995 Johnson, represented by counsel, filed a petition under 28 U.S.C. § 2255 seeking relief...
