This matter comes before the Court on motion of the federal defendants Department of State and Foreign Service Grievance Board (FSGB) to dismiss plaintiff's amended complaint or, alternatively, for summary judgment. The defendants challenge plaintiff's standing to sue, and argue in the alternative that they are entitled to judgment as a matter of law because the challenged FSGB decisions were not arbitrary...
