The sole issue presented in this appeal is whether the General Assembly violated the single subject clause of the Illinois Constitution of 1970 (Ill. Const.1970, art. IV, § 8(d)) when it enacted Public Act 88-680 (Pub. Act 88-680, eff. January 1, 1995). The circuit court held that Public Act 88-680, also known as the "Safe Neighborhoods Law," did not comply with the single subject rule. The State appealed directly...
