The employer in this workers' compensation matter terminated the payment of benefits to an employee injured in a workrelated accident. The Office of Workers' Compensation held that the employer proved the employee's ability to return to work and, further, that the termination was neither arbitrary and capricious nor without reasonable contravention. The employee appeals. We reverse.
