The defendant, in a case of apparent first impression, has articulated strong arguments as to why Vehicle and Traffic Law § 511-d (aggravated failure to answer appearance tickets or pay fines imposed) should be declared unconstitutional. That section makes it a misdemeanor to have in effect 20 or more license suspensions imposed for failure to answer, appear or pay a fine. Notice of this proceeding has been served...
