This action arises under the federal wiretapping statute, Title III of the Omnibus Crime Control and Safe Streets Act of 1968 ("Title III"), 18 U.S.C. §§ 2510-2521, and its Minnesota counterpart, Minn.Stat. § 626A.01, et seq.
