The present case raises a challenging issue that the Juvenile Court deals with on a daily basis — children in need of services (CHINS) proceedings. One of the most troubling questions about CHINS cases is whether the Juvenile Court has the authority to issue contempt orders for the violation of conditions of custody dispositions.
