The plaintiffs bring this action to challenge the constitutionality of recently-promulgated Ohio Administrative Code 4301:1-1-52 ("Rule 52"). After a hearing, this Court issued a temporary restraining order (TRO) prohibiting the defendants from enforcing Rule 52 against the plaintiffs. The TRO was extended for an additional ten days, and the parties submitted supplementary briefs and evidentiary materials...
