This case arises in the aftermath of a settlement agreement which brought to an end a federal civil rights action filed by appellant and seven other plaintiffs against the District of Columbia and some of its employees.1 Under the terms of the settlement, the District agreed to pay each plaintiff a specified sum of money; appellant's portion was $6,500.
