The Town of Grand Chute (Town) appeals a judgment dismissing its zoning enforcement suit against U.S. Paper Converters, Inc., and R & D Controls, Inc. (collectively USPC). The suit alleged that USPC violated the Town's conditional site plan approval by maintaining a private road contrary to the Town's requirement that the road be removed upon completion of a public road on USPC's property.
