In this case, Sir Williams alleged, inter alia, that two police officers, Michael L. Bramer and Jay C. Angelino, violated his constitutional rights. He alleges that Bramer choked him twice—once while conducting a search of his mouth and then again in response to William's complaints about the first choking.
