Pending before the Court is Plaintiff's Motion for Temporary Restraining Order ("TRO") and Stay of Execution (Instrument No. 3). Plaintiff Joseph Faulder ("Faulder") is scheduled to be executed on June 17, 1999. Faulder, a Canadian citizen, brings this lawsuit pursuant to the Alien Tort Statute, 28 U.S.C. § 1350, and 42 U.S.C. § 19831, claiming violations of the law of nations....
