The defendant, Juan Parra, was charged with, inter alia, manslaughter in the second degree with a motor vehicle in violation of General Statutes § 53a-56b,1 based upon an accident that occurred on November 18, 1990. After rejecting an earlier plea agreement between the defendant and the state, the court accepted the defendant's plea of nolo contendere...
