Petitioner (tenant) signed an out-of-court agreement to surrender possession of rent-controlled premises he had resided in for approximately 35 years. In return, he was paid $2,500 by landlord. In his verified petition, tenant alleged that he was mentally disabled and sought, inter alia, the appointment of a guardian ad litem, and to be restored...
