The Attorney General appeals from an order of the Michigan Public Service Commission that authorized Michigan Gas Utilities (MGU) to modify its system of refunds and surcharges. We affirm.

MGU sought to replace its historical method of refunds and surcharges with a method that allows the utility to roll a projected, prior period underrecovery into a gas cost recovery (GCR) factor for a future period. The PSC allowed this, though it rejected MGU...
