The Town of Broussard, located in Lafayette Parish, adopted ordinances 98-188 and 98-199 which would create an annexation across parish lines by annexing land located in St. Martin Parish. Plaintiffs filed a Petition to Vacate Ordinances and for Injunctive Relief in St. Martin Parish. The Town of Broussard filed Exceptions of Venue and No Right of Action. The trial court denied the Exceptions finding in favor
