In this certified appeal, we must decide whether the Appellate Court properly concluded that, under General Statutes § 31-301 (a),1 the ten day period for a party to appeal to the compensation review board (board) from an adverse decision of a workers' compensation commissioner (commissioner) begins to run on the date that the commissioner sends notice of the decision to the party,
