INTRODUCTION

Roger G. Kling was convicted of possession of a controlled substance. Scottsbluff police officer Phillip Eckerberg stopped Kling after observing him driving a motor vehicle on the public streets when said vehicle did not have license plates, but did have handwritten in-transit tags in the front and rear windows.
