MEMORANDUM AND ORDER

MORAN, Senior District Judge.

Petitioner Andrew Wilson, currently incarcerated at the Pontiac Correctional Center in Pontiac, Illinois, was convicted by a jury of the murder of two Chicago police officers and two counts of armed robbery, and sentenced to death. In 1987 the Illinois Supreme Court reversed the conviction and remanded the case for a new trial. On June 20, 1988, petitioner was again convicted of both murders and robberies...
