In 1994, Edward Capocy sued his former employer National Railroad Passenger Corporation ("Amtrak") under the Federal Employees Liability Act ("FELA"), claiming injuries including permanent suffering from severe mental anguish. While this case was pending, Amtrak hired Comprehensive Rehabilitation Associates, Inc. ("CRA") to evaluate Capocy's injuries and provide him with vocational rehabilitation.
