In these consolidated cases the City of Philadelphia (City) appeals at No. 2591 C.D.1998 from the entry of judgment in favor of Helen M. Beitler following the order of the Court of Common Pleas of Philadelphia County granting summary judgment in favor of Beitler and against the City.
