MEMORANDUM

LEGG, District Judge.

This case, which was filed in November 1990, began as a simple contract action. MCI Telecommunications, Inc., ("MCI") brought suit against T.A. Communications, Inc. ("TAC") and two of its principals to recover approximately $81,000 in unpaid bills for telecommunications services. TAC filed a counterclaim charging that MCI had violated the federal Communications Act of 1934, 47 U.S.C. §§ 151 et seq.
