Plaintiff Harrison is a former administrative law judge (ALJ) who was engaged in the initial adjudication of workers' compensation claims under Arkansas law. She alleges a violation of First Amendment rights (as incorporated by the Fourteenth Amendment) by reason of her termination in August 1998, by majority vote of the defendant members of the Workers' Compensation Commission.
