This is a declaratory judgment action in which the parties seek to determine whether a self-insurer, North Area Taxi Company, is liable for an accident involving its vehicle. The parties stipulated to the facts and the trial court granted judgment to North Area Taxi, finding as a matter of law that the damages sustained did not arise out of the ownership, maintenance, or use of the vehicle.
