Plaintiff Keith Scott appeals a decision of the Civil Service Commission of the City of New Orleans upholding the decision of the City of New Orleans Department of Finance (hereinafter referred to as "the Finance Department") to terminate his employment. We reverse and reinstate Mr. Scott to his employment in the Finance Department.
