Plaintiffs Daniel Wagner and his parents, Daniel and Regina Wagner, have brought this Individuals with Disabilities Education Act ("IDEA"), 20 U.S.C. §§ 1400 et seq., action against the Montgomery County Department of Health and Human Services, the Maryland State Department of Education, and various state and county officials.
