Joyce Riley appeals the dismissal, for want of jurisdiction, of her action for damages under the False Claims Act ("FCA"), 31 U.S.C. § 3729 et seq. While we conclude, based on intervening circuit caselaw, that the district court did have jurisdiction, we also determine that Riley may not maintain her suit, for the provisions of the FCA under which she sued violate the Take Care Clause of Article II of the Constitution.
