WALLER, Justice:

This appeal involves a challenge to the pay scale of part-time magistrates in Florence County. We affirm in part, reverse in part.

FACTS

Appellants in this matter are three part-time magistrates, each scheduled to work 27 hours per week.1 However, each of the magistrates testified they had to work additional hours in order to fulfill their job responsibilities. They filed this lawsuit in July 1996, claiming...
