James J. Sibley appeals the dismissal of his claims that officers operating the Vermillion Parish Correctional Center ("prison") were liable for horrible injuries he inflicted on himself while a pretrial detainee. Sibley was arrested for assault and battery. He underwent a psychotic episode while being detained in an isolation cell.
