Although the question before us today is naturally of interest to the parties, a change in Illinois law has relegated it to the history books for most of the rest of the world. We must decide whether the pre-1993 Illinois statute providing for a citation to discover assets in proceedings to enforce a judgment creates a lien on those assets in favor of the party on whose behalf the citation issues.
