Plaintiffs, Thurston Mayo and his parents, Rosetta and David Mayo ("the Mayos"), have brought this action against defendant Dr. Robert Booker in his capacity as Chief Executive Officer of Baltimore City Public Schools ("BCPS"). The Mayos claim that they are entitled to attorneys' fees and costs of more than $31,000 arising out of disputes with BCPS concerning Thurston's education during the 1994-1997 school years.
