The petitioner, Conrad Chapman, appeals the decision of the New Hampshire Compensation Appeals Board (board) denying his claim for disability benefits because he was not at any time "disabled" by his work-related injury. See RSA 281-A:28, :28-a, :31, :31-a (Supp. 1998), :48 (Supp. 1998) (amended 1998). We reverse and remand.
