The issue raised in this case is whether the statutory scheme regarding the issuance of temporary restricted licenses for habitual offenders pursuant to Iowa Code sections 321.215(2) and 321J.4(8) (1997) is irrational and violated the equal protection clauses of the federal and state constitutions.
