Debtor appeals from the bankruptcy court's order granting summary judgment in favor of Orange County. The bankruptcy court ruled that the Orange County's judgment for reimbursement of AFDC payments made to the Debtor's former spouse on behalf of the debtor's minor children was a nondischargeable obligation pursuant to 11 U.S.C. § 523(a)(18).
