On December 18, 1997, a federal grand jury sitting in the Northern District of Indiana returned a one-count indictment charging Tommy Blackman ("Blackman") with Failure to Appear, in violation of 18 U.S.C. § 3146(a)(1). On December 17, 1998, Blackman was tried and convicted of Failure to Appear, and was sentenced to 27 months' imprisonment, two years' supervised release, and a $100 special assessment.
