The Fair Housing Amendments Act of 1988, 42 U.S.C. §§ 3601 et seq., forbids discrimination against handicapped people in the sale or rental of housing. § 3604(f)(1). It also requires such "reasonable accommodations in rules, policies, practices, or services" as may be "necessary to afford [handicapped] person[s] equal opportunity to use and enjoy a dwelling." § 3604(f)(3)(B).
