I. BACKGROUND

On July 1, 1992, plaintiffs, Latino and African American individuals residing in or eligible for New York City Housing Authority ("NYCHA") housing ("the Davis plaintiffs"), the United States, and NYCHA signed a Consent Decree to resolve two actions alleging that NYCHA had engaged in discrimination in the selection and assignment of public housing tenants in violation of various federal statutes.1
