In this child protective proceeding, the petitioner Administration for Children's Services (ACS) challenges the Family Court's rejection of its claim of sexual abuse committed by the respondent father, and respondent challenges the court's finding of neglect, which charge was added by the court by sua sponte amendment of the petition.
