Plaintiff-appellant Association of Community Organizations for Reform Now brought this suit in federal district court against state officials alleging that Louisiana's voter registration procedures violate the National Voter Registration Act, 42 U.S.C. § 1973gg. The district court granted summary judgment to the state officials on standing grounds. On appeal, plaintiff-appellant argues that it has standing to bring each of its three claims...
