Appellants herein are taxpayers, residents, and voters of Athens-Clarke County, Georgia ("Thornton") who filed suit against the Clarke County School District ("School District") seeking a declaratory judgment, mandamus, and injunctive relief to prevent construction of a new Cedar Shoals High School.
